ADVERTISEMENT FOR BIDS
RECEIPT OF PROPOSALS
Sealed proposals for the Phase-7 Waste Water Treatment Plant Project are invited, and
will be received by the Town of Enfield, North Carolina, at the Town Hall on or before,
but no later than 11:00 AM, local time, on July 9, 2026. Immediately thereafter all bids
received will be publicly opened and read aloud.
Proposals must be made on the blank form provided in the Contract Documents, and
must be enclosed in a sealed envelope and addressed to the Mayor, Town of Enfield,
North Carolina. The name and address and qualified Licensing Number of the
Bidder must be plainly marked on the outside of each envelope. Pursuant to N.C.
Gen. Stat. §87-15, by submitting a bid, the Bidder represents that it is appropriately
licensed by all applicable Licensing boards for the scope of Work presented herein.
There will be a non-mandatory pre-bid conference on June 25, 2026, at 11:00 AM at
the Enfield Town Hall. The bidding Contractors are encouraged to provide project
related questions to Brian Cox, three (3) business days prior to the pre-bid conference so
that responses can be provided during the meeting.
PROJECT DESCRIPTION
The project scope of work for Phase-7 WWTP project consist of the furnishing of all
materials, labor and equipment necessary to install the following: Replacement of the
existing sewage sludge and scum pumps, replacement of a 5 hp and 15 hp floating
aerators and a 15 hp floating mixer, equipment electrical control panels, the rehabilitation
of an existing 46 ft. clarifier equipment, removal of sludge, sand and debris from sludge
holding tanks, replace 10 ft by 12 ft wood building, 60 lf of concrete sidewalk
replacement, install 2-inch site water line and yard hydrants.

The Contract Document for the above work is on file and available for inspection during
regular business hours between 8:00 a.m. and 5:00 p.m., Monday through Friday at the

Copies of the Contract Documents required for review or bidding purposes may be
obtained, during regular business hours between 8:00 a.m. and 5:00 p.m., Monday
through Friday, only, at the office of Engineering Services, PA, upon deposit of $200.00
for each set of documents so obtained. Each application must be accompanied by a
certified check made payable to Engineering Services, PA. The full amount of the
deposit for the first set will be refunded to each Bidder who submits a formal proposal to
the Owner. All plan holders shall notify Engineering Services, in writing, that it is their
intent to submit a bid proposal. Any contractors submitting proposals without this
notification, could have their proposal determined to be non-responsive.
CDBG-I STATEMENT
This project is being funded in whole or in part by the Community Development Block
Grant Program (CDBG), as administrated by the North Carolina Department of
Environmental Quality/Division of Water Infrastructure. All federal CDBG requirements
will apply to the contract: Bidders on this work will be required to comply with Section
109 and E.O. 11246 which prohibits discrimination in employment regarding race, creed,
color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act
of 1964, Davis Bacon Act, Anti-Kickback Act, and Contract Work Hours and Safety
Standards Act.
The Town of Enfield is committed to and supportive of efforts to effectively maintain
and/or increase the use of Small, Minority/Women-Owned Business, Veteran-Owned,
and Historically Underutilized Businesses (HUB) contract participation for construction
projects, services (including professional and consulting services) and commodities
purchases, AND increase contract participation to offer employment, training and
contracting opportunities in accordance with Section 3 of the Housing and Urban
Development Act of 1968.
This project is subject to the Build America, Buy America Act (BABA) requirements
under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58.
Absent an approved waiver, all iron, steel, manufactured products, and construction
[include relevant materials based on HUD implementation chart] materials used in this
project must be produced in the United States, as further outlined by the Office of
Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on
Application of Buy America Preference in Federal Financial Assistance Programs for
Infrastructure, April 18, 2022.
No contract may be awarded to any contractor that is debarred, suspended or otherwise
ineligible to participate in Federally assisted contracts or programs. Any contract
awarded to a prime contractor or subcontractor that is found to be ineligible for award
must be terminated immediately. Prior to contract award prime contractors are to be
actively registered, with no exclusions, with SAM.gov and not on NC Debarred Vendors
list, to determine eligibility/debarment status.
BID SECURITY
Each Proposal must be accompanied by a certified or cashier's check payable to the order
of the Owner, Town of Enfield, Enfield, North Carolina, or a satisfactory bid bond executed by the Bidder and a corporate surety licensed under the laws of the State of
North Carolina to execute such bonds in an amount not less than 5% of the bid as a
guarantee that the Bidder will within ten (10) days after the date of the Bidder's receipt of
the NOTICE OF AWARD of a contract, execute an agreement and file same as required
by the Contract Document if his Proposal is accepted. No Bidder may withdraw his/her
bid within 60 days after the actual date of the opening thereof.
If a Bidder fails to execute and file an agreement, the amount of his security shall be
forfeited as liquidated damages.
AWARD OF CONTRACT
The Owner will award a contract to the lowest responsive, responsible Bidder for this
project in accordance with the General Statutes of North Carolina, Chapter 143-128.2.
The Owner reserves the right to reject all Proposals of Bidders for any Phase or Division
of the project. The Owner further reserves the right to reject the Proposal of any Bidder
submitting a proposal which is not responsive to the bid document or the proposal of any
Bidder which is found not responsible to carry out the scope and intent of the bid
document.
The Owner reserves the right to reject any Proposal for failure to comply with all
requirements of this notice or of the Contract Document; however, he may waive any
minor defects or informalities at his discretion. The Owner further reserves the right to
reject any and all Proposals or to award the Contract that is in his best interest.
